It's really about creating a mod that has the power to access and overwrite a game file while the player is simultaneous in game playing in an active environment. They can access as many files as they want without any problem. It's not about a mod being able to access data files. I'm curious what prevents a mod from being able to access that data From what I understand, each NPC is essentially built like the character, having levels, perks, skills, etc. For a mod to be possible, they would have to be able to access and overwrite those files in game to save your alterations and that's not something that a mod can do without access to third party tools like script extenders, altered dlls said: I'm curious as to why it's possible to install a mod that changes everything about an NPC, but is unable to change their appearance.

Facial features for the NPCs are stored in the Facegen data. Speaking of the Facegen data itself, I suspect that it will be one of the bigger obstacles to making a NPC face altering mod possible for the Xbox. Those don't exist in Fallout 4, at least on the same level of bugginess. If it had, modders wouldn't have to deal with bugs like those involving Facegen data for NPCs that's causing either the black face bug or the pixellated face bug. The SSE was mainly just a graphical port on an updated game engine but it didn't take advantage of the other features that Fallout 4 has in it. This allowed the SSE to take advantage of some new features from the engine like the 64bit aspect (no more 4 GB RAM cap) and the use of DirectX 11 (no more 4 GB VRAM cap plus more native graphical effects) but beyond that, the SSE is still much closer in structure to the original Skyrim then it is to Fallout 4. The Special Edition basically exists because Bethesda had already done at least a partial port of Skyrim to test their new updated version of the Creation Kit while they were making Fallout 4.
